MIRADAS CIUDADANAS Y ADMINISTRACIONES PÚBLICAS

Este trabajo muestra la evolución del Instituto Navarro de Psicología Aplicada, fundado en 1961, actualmente convertido en el Instituto Navarro de Administración Pública, y su vinculación con la Psicología en Navarra.

Posteriormente se creó la Unidad de Psicología Educativa. En el curso 1962-1963 se puso en marcha un proyecto de exploraciones psicológicas en escuelas de educación primaria. En 1981 se fundó el Servicio de Orientación Psicopedagógica para atender a los estudiantes de educación primaria y secundaria y de formación profesional.

En 1975 se creó la Unidad de Psicología Clínica para ayudar a las personas que sufren desajustes de conducta. Se realizaba el psicodiagnóstico, la orientación personal y la psicoterapia. Los pacientes podían ser remitidos por cualquier departamento de la Diputación o tratados directamente a petición.

La implantación de la selección de personal en los procesos de solicitud de puestos de trabajo de la Administración Pública se inició en 1973. En 1977 se creó una Unidad de Formación. En 1985 se crea la Escuela de Funcionarios. En 1984 se inició un estudio longitudinal de clima laboral y satisfacción de los funcionarios. En 1987, se firmó un proyecto sobre la evaluación del rendimiento tras alcanzar el consenso de los sindicatos.

Researcher Diego López Medina holds a PhD in Law from Harvard University. He is a professor at the Universidad de los Andes Law School and a researcher at the Center for Constitutional Studies of the Supreme Court of Justice of the Nation.

Allied Researcher* Carmen has a PhD in Law from the University of Girona and a Master’s Degree in Law from the National Autonomous University of Mexico. She is currently a Lecturer in the area of philosophy of law at the Universitat de Girona and a consultant at the Universitat Oberta de Catalunya.

Allied Researcher* Arnulfo holds a law degree from the Universidad Nacional Autónoma de México. Master (Legum Magister) from the University of Heidelberg, Germany, where he is currently finishing his doctorate under the supervision of Prof. Dr. Martin Borowski.
